Issue:
The Planning Commission asked the Coalition of Neighborhood Associations to provide a briefing about the draft "Implementation Strategy for Neighborhood/Subarea Planning." There will be a short presentation, and then time for discussion.

Background and Analysis:
The draft Comprehensive Plan update proposes planning processes be completed for subareas, in order to establish priorities for detailed implementation of the Comprehensive Plan (draft Comprehensive Plan Policy PL23.1). The City has entered into a Memorandum of Understanding (MOU) with the Coalition of Neighborhood Associations (CNA) that encourages a partnership for subarea planning in which the CNA "would be in a leadership role to help form strategies, regulations and approaches for this important addition to our Comprehensive Plan."

At Council's request, the CNA Steering Committee has developed a draft "Implementation Strategy for Neighborhood/Subarea Planning." Staff and the Chair of the Planning Commission met with the Committee to review and provide input on the draft before it was reviewed by the Council's Land Use & Environment Committee (LUEC) on October 24, 2013. While LUEC was in general agreement with the draft, they asked staff to continue to work the CNA to better identify:

1. Timeline for the work (less than 2 years?)
2. Process
3. Public engagement plans (how to get more involved)
4. Expectations/outcomes
5. Roles and responsibilities, including the City Advisory Boards
