City Manager Recommendation:
Move to accept the donation of land by The Leo Estate, LLC, and authorize the City Manager to sign necessary documents.
 
(Note:  While the Quit Claim Deed references a $10 payment, which we will pay if the property is accepted by Council, this is basically a land donation.)
  
Issue:
Determine whether to accept a donation of approximately .89 - acre of rolling, wooded property adjacent to the Olympia Woodland Trail.

Background and Analysis:
Mr. Charles Leo has determined that development of this parcel is infeasible. Olympia Parks, Arts & Recreation staff have been discussing the potential donation of this property with Mr. Leo for several years. If the donation is accepted, the property will provide a forested visual buffer between the Olympia Woodland Trail (OWT) and the adjacent neighborhood. The impact to the Department's maintenance staff of accepting this open space parcel will be minimal and primarily consist of tree and vegetation management; although, the OWT corridor has been one of the more frequently used areas for homeless encampments.
 
The legal description has been reviewed and approved by the City Surveyor.
 
The Quit Claim Deed has been reviewed and approved as to form by the Deputy City Attorney.
