Issue:
Discussion on time commitments, meeting format, and scheduling

Background and Analysis:
Members of the PBIA Advisory Board have expressed interested in making a shift from Zoom to in-person meetings, and some have expressed interest in changing the frequency and/or time of meetings. Changes to meeting locations must be scheduled in advance and noticed to the public, and the staff liaison will need to notify in writing the committee's members, City Council, the Mayor, the City Manager's office, and other pertinent City Staff. Changes in date and time must be amended by the committee. Any/all changes will require additional time by City staff to notify the public, schedule facility space, update the website, and more. The PBIA Advisory Board will need to consider the various tradeoffs and benefits while discussing potential and desired changes. Additionally, it should be noted that a PBIA welcome letter is currently going out with assessments to all Ratepayer and lists the current time and location (Zoom) along with an invitation for them to attend.

Climate Analysis:
Continuing to meet over Zoom would have a more beneficial climate impact than shifting to in-person due to printing materials, higher electricity costs associated with the facility, and higher dependence on travel by car, thus increasing greenhouse gas emissions.

Equity Analysis:
Continuing to meet over Zoom would be more beneficial to equity by keeping PBIA meetings accessible to more people; however meeting over Zoom may have a negative impact on those who do not have broadband or good internet access.
