Recommend Chair Curtz write a letter to City Council supporting approval of the 2015-2020 Water System Plan Update.

Previous UAC Consideration:
The scope and goals of the Plan were discussed with UAC in April 2013, a briefing on progress was held in May 2014, and the UAC received a briefing on the draft plan at their March 2015 meeting.

Issue:
The UAC plays a key role in evaluating the major plans that guide the water-related Utilities. UAC recommendations are forwarded to City Council for their consideration prior to formal adoption. Staff requests UAC recommendations regarding the draft Water System Plan Update be forwarded to City Council.

Background and Analysis:
The Water System Plan sets the strategic direction for the Drinking Water Utility by identifying goals, objectives, strategies and costs for 6- and 20-year periods. The plan also addresses water demand forecasts and capital investments, operations and maintenance, financial strategies, groundwater protection, water quality, and water conservation.

Following the March meeting, the draft plan was forwarded to Washington State Department of Health (DOH) for their initial review and comment. DOH has not yet completed their review letter, but has verbally communicated their comments, which are minor in nature and would not require substantive changes to the draft plan, but rather clarifications.

Staff would like to initiate the Council review process in August. Due to UAC's meeting schedule, the next UAC meeting is not until September. If UAC is comfortable with recommending the draft plan, recognizing that there will be some minor changes following DOH review, then the plan can more quickly move through the Council review process and adoption.
