Background and Analysis:
In May 2024, the Public Employees' Relation Commission recognized the Olympia Police Lieutenants' Association as a union representing six Lieutenants working with the City of Olympia Police Department. The Union provided notice to the City of Olympia on May 31, 2024, that it desired to bargain a collective bargaining agreement.

During Summer and Fall 2024, the parties bargained over wages, benefits and working terms and conditions. The parties reached a tentative agreement on March 25, 2025.

The significant new terms of the contract include the following:
* Two-year duration
* For 2025, a 3.8% Cost of Living Adjustment (100% of COLA instead of 90% of COLA in previous contracts) + an estimated 7% to the base to address anticipated salary compression with other labor agreements.
* Members remain exempt under the Fair Labors Standards Act.
* Sick and Vacation Leave combined in a single bank of leave (Annual Leave Bank).
* Process established for grievances, bill of rights, and use of force.

Climate Analysis:
The new Collective Bargaining Agreement is not expected to have an impact on climate.
