Background and Analysis:
In 2021, the City applied for a grant for the construction phase of the Olympia Eastside Pavement Preservation Project. This project will apply a chip and fog seal pavement treatment to Pacific Avenue from Phoenix Street to the east City limits with Lacey, Sleater-Kinney Road from the I-5 Bridge to Martin Way, and 4th Avenue from McCormick Street to Frederick Street. Olympia's Municipal Code Section 3.16.020(C) states that any contract, agreement or other document with a cost over $300,000 shall be presented to the City Council for approval prior to execution by the City Manager.
