Shall Olympia prepare an informational welcome packet to distribute to members of the Legislature?

Background and Analysis:
At the Council's December 2 meeting with State legislators from the 22nd District, interest was expressed in providing legislative members with a welcome packet prepared by the City.

As the host city for State government, Olympia annually produced a Legislators Guide and Welcome packet for many years. The practice was discontinued about 2009, at a time of staff and service cuts.

2015 Welcome Packet
A welcome packet with the following items could be produced by the first of the year based on currently available items:
* Welcome Letter (see sample from 2004)
* One page of parking information - downtown parking map on one side (produced by City); Capitol Campus map on the back side (provided by State DES)
* Dash Shuttle information card (provided by Intercity Transit)
* Card with City contact information: Mayor and Councilmember names and email addresses; Council office phone number; Steve Hall and Mary Nolan email and phone numbers.
* Olympia's 2015 Legislative Agenda and Transportation Funding Priorities (see attached)

The packets would be mailed to each legislator via the Campus mail system, unless Councilmembers would prefer to hand deliver them to individual legislative offices.

The attached Legislative Agenda has three minor changes from prior version:
* Changed wording under the Investing in the Capital City sidebar (3rd bullet), requested by Councilmember Roe.
