Background and Analysis:
During the September 3, 2025, meeting, the PBIA Advisory Board unanimously voted to move forward with the RFP presented by City staff to hire a consultant to conduct an evaluation of the Parking Business Improvement Area. Uncommon Bridges was the candidate selected to conduct the evaluation. Uncommon Bridges will be presenting their plan on how to move forward with the PBIA evaluation, having had their initial meeting with the PBIA board November 5th.
Climate Analysis:
The need for a PBIA RFP consultant does not directly impact climate goals but could influence future decisions affecting sustainability downtown.
Equity Analysis:
Ensuring that the PBIA Board members are actively involved in the process of the consultant’s engagement strategies ensure a broader and more equitable representation of downtown stakeholders. Choosing to move forward with the execution of the Consultants plan of action and engagement strategies without Board members could create disparities within the community.
