Background and Analysis:
At the City Council's February 10, 2014 meeting, Councilmember Cooper discussed an email received from Puget Sound Energy (PSE) regarding proposed legislation that could provide Washington State utilities a regulatory process and financing mechanism to phase out coal-fired energy generation and close coal plants.  The proposed resolution, drafted by Councilmember Jones, is consistent with the Council's prior communication with PSE asking them to move away from coal-fired power.
