Approval of Interlocal Contract with Houston-Galveston Area Council for Cooperative Purchasing of Heavy Equipment

Issue:
Two pieces of heavy equipment best suited for the City’s use are not available through the State purchasing contract. The equipment is available at a competitive cost through the recommended agency’s purchase contract. The alternate is for the City to assemble a specification package and place the equipment for bid, a staff-intensive process.

Background and Analysis:
The 2012 City budget includes authority to purchase two pieces of heavy equipment, an excavator and a backhoe. Staff has identified specific equipment manufactured by John Deere and Company as best suited for City use. However, John Deere equipment is not available through the City’s procurement contract with Washington Department of Enterprise Services.

The Houston-Galveston Area Council (HGAC), a regional planning entity in Texas, provides nationwide equipment purchasing cooperative for local governments. The preferred John Deere equipment is available at a competitive cost through Council’s HGACBuy program. Numerous Washington cities and school districts currently utilize the services of the program.
In the future, the relationship with HGAC may be beneficial for other acquisitions.

HGACBuy requires a limited-term interlocal contract with participating governments (see attachment 1). In turn, interlocal agreements and contracts require City Council authorization.
