Background and Analysis:
In 2023, the City applied for a grant for the Pacific, State, and 4th Avenue Chip Seal Project. This project will apply a chip and fog seal pavement treatment to Pacific/State Avenue from Phoenix Street to Central Street and 4th Avenue from Plum Street to McCormick Street. In January 2024, the Washington State Department of Transportation (WSDOT) awarded the City a National Highway System Asset Management Program grant of $1,240,000.
In order to begin construction in 2025, the City needs to approve and execute the federal grant documents to obligate the funds for the design phase of the project. The grant includes $110,000 for design of the project and $1,130,000 for construction. Olympia's Municipal Code Section 3.16.020(C) states that any contract, agreement or other document with a cost over $350,000 shall be presented to the City Council for approval prior to execution by the City Manager.
