Background and Analysis:
The City identified the need to improve the pedestrian crossing at the main entrance of SPSCC. The entrance, located on Mottman Road, is heavily used by college students and staff. Over the years, the City has received requests for safety improvements at this crossing. Therefore, this location was added to the City's Pedestrian Crossing Program project list. Recently, college leadership requested the crosswalk safety upgrades be made more quickly. However, City funding is not yet available. In order to upgrade the crossing sooner, SPSCC and City staff propose to work together to make these improvements.

The project includes installing rapid flashing beacons, which will be activated by pedestrians. The City and SPSCC propose to enter into an Interlocal Agreement that outlines SPSCC's commitment to pay for the rapid flashing beacons and miscellaneous materials required for the project. City staff, in turn, will install the beacons and a new curb access ramp. The attached Interlocal Agreement outlines the proposed agreement in more detail and includes a drawing and list of materials.
