Background and Analysis:
On March 15, 2016, the City Council completed the screening of preliminary comprehensive plan amendment applications received for 2016. Four of the five applications were approved for additional review and consideration, which makes up the final docket for the year. The proponents of the items approved for the final docket have until April 22, 2016, to submit formal applications.
Although four proposals were approved for the final docket, only three of those applications will proceed. The Washington State Historical Society, which owns the Lord Mansion site in the South Capitol neighborhood, will not pursue their original request for a comprehensive plan and rezone.
The three applications that will move forward in 2016 include:
* The Kaiser-Harrison Opportunity Area Plan, which includes a comprehensive plan amendment and rezone of approximately 150 acres (study area map is attached).
* A plan text amendment to align the comprehensive plan with the recently adopted Parks, Arts, and Recreation Plan.
* A plan text amendment to address design review, so the city will periodically review and update its design review standards and process to better align with the comprehensive plan.

All three proposals are likely to generate community interest and comment. The Kaiser-Harrison Opportunity Area planning process has had several opportunities for public involvement, with outreach targeted to neighborhoods in the area and the property owner...
