Discussion on PBIA Planning for 2025

Background and Analysis:

At the November PBIA advisory meeting the Advisory Committee unanimously supported the concept utilizing 2025 as a “program re-evaluation year” and subsequently to lower all rates to $0 for 2025 and utilize fund balance to cover expenses for the year. To accommodate this effort staff presented to Council at the November 19th meeting a slate of actions that they will need to take to support the recommendation from the PBIA Advisory Committee. Those actions include:

                     Passage of a Council Resolution indicating the intention to hold a public hearing concerning a possible rate change to the PBIA. Council unanimously passed this resolution at the November 19th meeting.

                     Host a Public Hearing to allow ratepayers to share concerns or support for the proposed rate change. This public hearing will be held at City Hall as part of the regularly scheduled City Council meeting on December 10.

                     If after the Public Hearing on December 10 Council wants to proceed with the proposed rate change they would take action on a new ordinance at the December 17th meeting.

City staff will present this information and discuss the process moving forward with the Advisory Committee.

The conversation centers around working to find a more effective and valuable model for addressing the needs and interests of the PBIA. This includes a majority of all downtown businesses.

1.                     Have the advisory committee discussion.

2.                     Do not have the committee discussion.
