Background and Analysis:
The Operating Budget document is an important tool in "Telling the City's Story." It is read by a variety of audiences for a variety of purposes - City Council and citizens to better understand City services, finances, performance strategies, resource needs/constraints; rating agencies and investors to evaluate the City's creditworthiness; State Auditor's Office to ensure the City's fiscal integrity and accountability in the use of public resources; Government Finance Officers Association (GFOA) to guide the City in implementing Best Practices in Public Budgeting.
This staff report is being provided for informational purposes only, and to initiate a conversation among Committee members regarding formatting changes to the operating budget document. The attached link is being provided to easily allow Committee members to go online and review the City's 2013 Adopted Operating Budget.
In addition to the targeted audiences mentioned above, the document is also designed to provide useful information to City staff, other government agencies, students, local businesses, contractors and developers, and applicants seeking employment with the City, just to name a few.
