Committee Recommendation:
The Finance Committee considered recommendations for changes to the Capital and Operating Budgets at its November 22, 2017, meeting. Committee recommendations will be presented at the Council meeting.
City Manager Recommendation:
Deliberate on the 2018 Capital and Operating Budgets, and identify any changes the Council wishes to make to the 2018 budgets.

Background and Analysis:
The 2018 Preliminary Operating Budget was presented to Council on October 30, 2017 and the 2018-2022 Capital Facilities Plan (CFP) on July 18, 2018. The Council held a public hearing on the budgets on November 21, 2017. The Finance Committee met on November 22 to consider committee recommendations for changes to the budget to be presented to the Council on November 28 for consideration. Ordinances to adopt the 2018 budgets are scheduled for first reading on December 12, 2018.
