Transportation Improvement Board Grant Opportunities

Issue:
Requesting Bicycle and Pedestrian Advisory Committee concurrence to pursue grant funds for priority transportation projects.
Staff Recommendation:
Submit grant applications to the Transportation Improvement Board for the:
* Boulevard Road and Morse-Merryman Road Roundabout; and
* 22nd Avenue Sidewalk Project, Boulevard Road to Cain Road.

Background and Analysis:
Each year, staff looks for federal and state grant opportunities to stretch City dollars and help complete priority projects in the Capital Facilities Plan (CFP). Proposals have been developed for two upcoming grant opportunities:
Transportation Improvement Board Urban Sidewalk Program (USP)
* 22nd Avenue Sidewalk, Boulevard Road to Cain Road
Transportation Improvement Board Urban Arterial Program (UAP)
* Boulevard Road and Morse-Merryman Road Roundabout
Attachment 1 is a more detailed description of the grant programs and the proposed projects.

Neighborhoods were not specifically consulted on these grant proposals.
The 22nd Avenue/Eastside Street sidewalk project is identified in the 2003 Sidewalk Program. The Sidewalk Program was developed with the Bicycle and Pedestrian Advisory Committee involvement. Neighborhoods had the opportunity to review and provide comment on the development of the program. Multiple public requests have been made for sidewalk on Eastside Street/22nd Avenue.
The Boulevard Road and Morse-Merryman Road Roundabout project is included in the CFP. The public has had the opportunity to review and provide comment on projects contained in the CFP.
If approved:
* Projects in the Parks and Pathways Sidewalk Program can proceed as scheduled or with less delay. Additional grant funding will minimize the amount of City funds to construc...
