Background and Analysis:
The Washington State Department DES does not have sufficient resources to provide certain vehicle and equipment maintenance and repair services and has requested assistance from the City of Olympia’s Fleet Operations.
RCW 39.34.010 authorizes local governmental units to cooperate with one another to make the most efficient use of their powers and resources on a basis of mutual advantage. The City’s Fleet Operations has sufficient capacity to provide the requested services to DES without negatively affecting the City’s operational needs.
The City and DES originally entered into an Interlocal Agreement on November 5, 2013. The City has provided vehicle and equipment maintenance and repair services to DES for approximately 13 years under that agreement.
The proposed agreement establishes a framework for the City to continue providing vehicle and equipment maintenance and repair services to DES. It supports continued collaboration between the City and the State, allows DES to utilize the City’s existing fleet resources and expertise, and provides the City with an opportunity to recover the costs associated with providing these services.
