Utility Advisory Committee (UAC) review of the 2023 NPDES Annual Report and the 2024 Stormwater Management Program Plan Update.

Background and Analysis:

The City's drainage system is regulated under the National Pollutant Discharge Elimination System (NPDES) Municipal Phase II Stormwater Permit, administered by the Washington State Department of Ecology. This permit requires local jurisdictions to develop and implement a broad array of effective stormwater management planning efforts and programs. Each march, the City submits an annual report and update of its stormwater management plan to Ecology. The UAC is designated as the City's community review element of the submittal process.

Staff will provide the UAC with brief overview of the required 2023 NPDES Annual Report and draft 2024 Stormwater Management Program Plan. They will incorporate any UAC feedback into the Annual Report and Draft SWMP prior to submittal by March 31, 2024. The City's stormwater program is consistently in compliance with State expectations.

This analysis only covers one aspect of the NPDES permit requirements and is provided as an example of how climate is considered in the permit required programs.

Our education and outreach programs have recently introduced a pilot curriculum for middle school students, offering hands-on engagement opportunities. This program, known as Stormwater Week, brings an educational experience directly to secondary schools, eliminating the need to bus children around town. This approach enhances safety and reduces greenhouse gas emissions.
