Issue:
Bridges are required to have safety inspections on a regular basis performed by individuals with specialized expertise and certification in the field.

Move to approve an Interlocal Agreement with the Washington State Department of Transportation for Bridge Inspection Services for the years 2012 through 2021.

Background and Analysis:
There are five (5) bridges in the City’s transportation system (see below). Routine inspections must be completed every two years. The Olympia-Yashiro Bridge requires an underwater inspection every five (5) years. The Olympia-Yashiro and Percival Creek bridges require a detailed structural inspection every six (6) years. Information gathered must then be reported to the Washington State Department of Transportation (WSDOT) Bridge Office to update the inventory report. The City uses this information to determine maintenance and repairs necessary to maintain the bridges consistent with established standards.

Staff with WSDOT have the experience and certification to conduct the inspections. This Interlocal Agreement establishes a scope of work and budget to complete required inspections for the next ten (10) years.

The agreement ensures the work is done within established timelines and provides predictability for budget purposes through 2021.
