Background and Analysis:

Olympia residents voted at the April 26, 2022, special election to increase the City's sales and use tax by one-tenth of one percent for a period of seven years, on a vote of 7,266 (for) and 5,244 (against). The revenue from the tax is to be used for the purpose of funding arts, science, cultural, and heritage programs as provided by RCW 82.14.525 and RCW Chapter 36.160. The election results were certified by the Thurston County Auditor on May 6, 2022.

The increase in sales and use tax is estimated to generate $2.3 million annually. In accordance with RCW 82.14.055, the sales and use tax takes effect 75 days after the State Department of Revenue receives notification and can only start on the first day of January, April, or July.

RCW 36.160.080(4) states that all revenue from taxes imposed under RCW Chapter 36.160 " . . . must be credited to a special fund in the treasury of the city imposing such tax and used solely for the purpose of paying all or any part of the cost of cultural access programs as provided in this chapter." Staff is therefore proposing that OMC 3.04.200 be amended to create a special fund to be known as the Cultural Access Program Fund.
