Title
Reclaimed Water Ordinance Update
Body
UAC Deliverable:
1. Review and provide input on proposed changes to OMC 13.24 Reclaimed Water.
2. Recommendation to Planning Commission and City Council in support of adopting the proposed changes to OMC 13.24
Issue:
The current version of the Reclaimed Water Ordinance 13.24 (see hyperlink No. 3) dates to 2005 and does not fully address subsequent advances made to reclaimed water use within the City. It also lacks consistency with OMC 13.04 Water (see hyperlink No. 4) in such areas as cross-connection control and certain fees, rates, and charges. The proposed changes to Olympia Municipal (OMC) 13.24 Reclaimed Water will close regulatory gaps, incorporate new consumption charges and engineering fees, and achieve consistency with OMC 13.04 Water

Staff will consider evaluating the reclaimed water service financial structure and will revisit investing in reclaimed water capital projects as part of updating the 2015-2020 Water System Plan; therefore, no reclaimed water projects are funded in the current 2013-2018 Capital Facilities Plan.
