Background and Analysis:
After receiving a petition from residents in May 2013, City Council asked staff to draft a Resolution opposing the construction of coal export facilities, citing human and environmental health, climate change and economic impacts.  
 
The Resolution also calls on the U.S. Army Corps of Engineers, Washington State Department of Ecology, Whatcom County, and other relevant regulatory bodies to carefully assess, evaluate and disclose the impacts of the proposed Gateway Pacific Coal Export Terminal at Cherry Point.  Mayor Buxbaum has previously communicated the City's interests and concerns regarding the proposed Gateway Pacific Terminal as part of the Environmental Impact Statement (EIS) process.  
 
If adopted, staff will transmit copies of the signed Resolution to the U.S. Army Corps of Engineers, Washington State Department of Ecology, Whatcom County and state legislative representatives.  Staff will also post a copy of the Resolution on the City's website.
Neighborhood/Community Interests (if known):
On May 21, 2013, Olympia resident Peggy Bruton submitted a petition from 469 people requesting that the City Council "pass a resolution confirming the city's strong opposition to any new coal export terminals being built in the Pacific Northwest."  
 
Options:
Option 1.  Move to adopt a resolution opposing the construction of coal export facilities in the Pacific Northwest.
Option 2.  Do not adopt the resolution.
