Background and Analysis:
Staff from the City and the Washington State Department of Transportation (WSDOT) have developed the proposed Interlocal Agreement to address concerns about unhoused individuals living in the I-5 WSDOT right-of-way on the north side of Wheeler Avenue.

The proposed agreement provides up to $200,000 in funding to address site clean-up, transitioning individuals living in the right-of-way into sanctioned camping, shelter or housing, and solid waste removal.

Neighborhood/Community Interests:
Unsheltered homelessness affects the entire community. Numerous community members have expressed concerns about individuals living in the I-5 WSDOT ROW and the debris associated with these encampments. The proposed agreement will provide resources to start to respond to this situation.

Options:
1. Approve the Resolution authorizing an Interlocal Agreement with WSDOT for Facilitation of Encampment Cleanup in the WSDOT ROW Wheeler Avenue Corridor.
2. Direct staff to discuss Council-requested modifications to the Interlocal Agreement with WSDOT. This option will delay implementation of the Agreement.
