Issue:
Whether to approve a Resolution authorizing an Agreement with the cities of Lacey, Tumwater and Yelm for development of updated ADU plans. The plans would be complete sets of building plans that would be pre-approved by all four cities' building divisions for construction.

Background and Analysis:
ADUs are complete, separate dwelling units constructed on the same lot as a single-family home. ADUs are typically small dwelling units and may be a separate building or built by adding onto or converting a portion of a single-family home. The Land Use and Environment Committee (LUEC) directed staff to bring a resolution and agreement to Council for consideration in 2020 to partner with Lacey and Tumwater to develop a set of pre-approved ADU plans. The pre-approved plans now need to be updated to be consistent with the latest construction code updates. Updated plans will also include a 1,000 square-foot ADU design option in response to House Bill 1337 passed by the State Legislature that requires local governments to permit ADUs up to 1,000 square feet. Yelm has asked to be included in the new Interlocal Agreement.
