Issue:
This proposed change to the Municipal Code would allow moneys from the Municipal Art Fund to be used as matching funds for an artist market survey by the Olympia Artspace Alliance concerning a live/work artist housing project in Olympia.

Move to approve on second reading the attached ordinance amending Municipal Code which to allow use of the Municipal Art Fund for artist housing.

Background and Analysis:
On November 15, 2011, Council directed staff to set aside $10,000 from the Municipal Art Fund as match for $30,000 to be raised by the Olympia Artspace Alliance (OAA), for a Market Study for an Artspace live/work housing project in Olympia. OAA has raised the required funds, and is requesting the City match.
The Municipal Art Fund is currently for the purchase of art, and an amendment to the ordinance is necessary to use the funds as directed by the Council.  Funds in the Municipal Art Funds are existing appropriations.
 
Neighborhood/Community Interests (if known):
Over the past year, 300 individuals have participated in fundraising events hosted by the Olympia Artspace Alliance.  25 community members made individual contributions, which along with donations by local businesses, corporations and private grantors, provided the match required.
 
Options:
1.  Move to approve ordinance amendment to the Municipal Code and authorize spending of $10,000 as previously directed by Council.
2.  Do not move to approve ordinance amendment to the Municipal Code and authorize spending of $10,000.
 
Financial Impact:
$10,000 would be drawn from the Municipal Art Fund, leaving available funds at $168,822.
