Background and Analysis:

Background and Analysis did not change from first to second reading.

 

On August 9, 2022, the Olympia City Council passed and approved Ordinance No. 7331 establishing the Cultural Access Program Advisory Board for Inspire Olympia, the City’s Cultural Access Program.

 

Ordinance No. 7331 contained a proofreading error in Olympia Municipal Code (OMC) Subsection 2.100.710(D)(5) pertaining to the Advisory Board’s recommendation to the City Council regarding the percentage of funds to be reserved annually for cultural activities and programming for public school students.  OMC 2.100.710(D)(5) should be amended to remove the ten percent limit on the reserved funds, as this is not required by RCW 36.160.110.

The cultural access program will serve a broad section of the community.

 

Options:

1.                     Pass on second reading the Ordinance amending OMC 2.100.710.

2.                     Make no changes to OMC 2.100.710.  This will limit the percentage of funds to be reserved annually for cultural activities and programming for public school students to ten percent.

Financial Impact:

There is no finance impact related to passing this Ordinance.
