Background and Analysis:

During the September 3, 2025, meeting, the PBIA Advisory Board unanimously voted to move forward with the RFP presented by City staff to hire a consultant to conduct an evaluation of the Parking Business Improvement Area. The consultant will assess the structure, administration, and model of PBIA and provide recommendations for improvement or alternative models. Uncommon Bridges was the successful candidate to conduct the PBIA Evaluation and an update will be provided regarding progress on the evaluation.

 

Climate Analysis:

The need for a PBIA RFP consultant does not directly impact climate goals but could influence future decisions affecting sustainability downtown.

 

Equity Analysis:

Ensuring that the PBIA Advisory Board members are actively involved in the PBIA Evaluation process supports inclusive engagement of downtown stakeholders.
