Background and Analysis:

In 2022 a citizen requested a discussion of the wastewater rate structure as it relates to irrigation water use and the tiered rate structure. In the current rate system residential and commercial customers are billed based on their drinking water usage with a discount given for water consumption below specific monthly usage. Staff will provide information and context regarding how the existing rate structure and discount was determined.

 

Climate Analysis:

Utility rates have no impact on carbon emissions.

 

Equity Analysis:

The health of utility finances ensures that utility services are provided to the community. These services protect vulnerable populations and the environment from negative impacts. Rates are evaluated to ensure equitable distribution of costs across ratepayers as well as offering discounts for eligible customers.

 

Neighborhood/Community Interests:

City utilities provide essential public health services to Olympia residents.
