Recommended Action
City Manager Recommendation:
Consider and provide feedback on the revised draft of the Community Renewal Area Policy Memorandum and Request for Proposal document and next steps in the process.

Issue:
The Moving Forward with CRA (Attachment 4) document, approved by City Council at its November 3, 2014 meeting, included developing a request for proposals (RFP) for City Council review and approval.

Background and Analysis:
At the Community and Economic Revitalization Committee meeting of March 5, 2015 the committee considered the draft criteria included in attached Policy Memorandum (Attachment 1). The committee accepted the criteria as presented by staff and directed staff and the consultant team to review 8 sites and areas as illustrated on the attached map (Attachment 3) using this criteria as a screening mechanism. The results of this work will be presented in a draft paper for the Committee's consideration at the March 23, 2015. A blank copy of the assessment matrix is included at Attachment 2.

Following the review of the site evaluation matrix staff recommends that the Committee review the attached RFP and provide feedback and direction to staff and the consultant team on that document (Attachment 5).

Options:
1. Review the draft site selection matrix and draft RFP and provide feedback and direction to staff and the consultant team and forward a recommendation to City Council.
2. Review the draft site selection matrix and draft RFP and provide feedback and direction to staff and the consultant team and direct staff to return at the next committee meeting with a revised draft.
