Issue:
The draft goals, objectives and strategies suggest policy and strategic direction that will guide the Utility's efforts over the next 6 years. Staff is scheduled to present a draft Waste ReSources Master Plan to the Utility Advisory Committee (UAC) in June.

Background and Analysis:
The City's Waste ReSources Master Plan guides the Waste ReSources Utility in managing waste as a resource. The Utility does this by providing both solid waste collection and waste reduction programs.
In February 2013, the UAC reviewed key strategic issues and supported the draft goals and objectives. Last December, staff gave UAC a status report on the Plan and received additional input and guidance. Since then, staff has worked with the consultant to refine goals and objectives and develop possible strategies.
Several of the objectives and strategies intend to address specific concerns voiced by the UAC. For example, the UAC was interested in the City exploring both technical assistance and regulatory tools to address specific waste streams and/or customer types.
Attachment 1 presents the draft goals, objectives and possible strategies. Attachment 2 is the draft Table of Contents for the Plan.
Staff intends to return in June of this year with a partial draft Plan for review and comment.

Businesses have expressed interest in the City providing commercial recycling services.
