Background and Analysis:
City of Olympia (City) staff, working with the consultant engineering firm of SCJ Alliance (SCJ), have completed design for the 4th Avenue Sewer Improvement Project (Project). The Project will replace an undersized sewer main on 4th Avenue to minimize the risk of sewer surcharges on 4th Avenue. The project will also complete Americans with Disabilities Act (ADA) improvements at the intersections of 4th Avenue and Simmons Street and 4th Avenue and Sylvester Street,

SCJ was selected through a competitive request for qualifications process to provide design and construction management services for this Project.

On August 15, 2024, the City and SCJ entered into a Professional Services Agreement (PSA) for project design in the amount of $313,086.20.

On April 10, 2025, the City and SCJ executed Amendment No. 1 to the PSA adding design scope of work and increasing the PSA amount to $337,337.20.

City is now requesting that City Council approve Amendment 2 to the PSA to add construction management services and increase the total compensation amount to $477,968.10.
