Background and Analysis:
The City Council may revise the City's Budget by approving a budget amendment ordinance. Generally, budget amendments are presented quarterly to the City Council for review and approval, however, they may be made at any time during the year. The amended ordinances appropriate funds and provide authorization to expend the funds.
The attached ordinance includes recommended amendments to the 2025 Operating Funds, Special Funds and Capital Funds for Department requested carry-forward appropriations from 2024 and Department requests for budget amendments for the 1st quarter in 2025.
1. Department requested carry-forward appropriations include requests representing 2024 obligations for purchase orders and contracts not completed in 2024 as well as capital project related appropriations. The carry-forward appropriation requests total $64,950,794.
2. Department requests for budget amendments for 1st quarter of 2025 represents new budget adjustments and associated transfers requested by departments. The appropriation requests total $3,742,609.
Department requests for budget amendments for the first quarter of 2025 are specified in Exhibit B of the proposed Ordinance.
