Issue:
Elements of the public art installation From the Laws of Man to the Laws of Nature and South Sound Mosaic are in need of maintenance/repair.  A masonry repair call for bids was issued, and one bid received from Combined Construction, Inc. for $14,579.20.

Background and Analysis:
In keeping with the 2014 Arts Commission work program (item 2e "Public Art Assessment"), this item is being brought forward for Council review and approval. While the amount is within the City Manager's authority, Council has historically considered and approved Art Maintenance Fund expenditures when recommended by the Arts Commission.
 
Maintenance/repair for From the Laws of Man to the Laws of Nature by T. Ellen Sollod (2004) includes cleaning efflorescence (salts) from mosaics, regrouting some of the slate tile bands and replacing some of the tiles, buffing the terrazzo wall in the lower roundabout and repairing the fiber optic lighting that runs length of the wall.  
 
South Sound Mosaic, by Oliver Tiedeman of Klee Wyck Studios (1959), needs repointing.
 
While City staff provides non-technical maintenance during the summer months, occasionally skilled assistance is required due to scope of work.
