This amendment increases the scope of work and fees to the existing Professional Services Agreement with MSGS Architects by $27,221. The total agreement now exceeds $300,000 so City Council approval is required.

Background and Analysis:
On March 7, 2012, the City entered into a Professional Services Agreement for architectural services with MSGS Architects of Olympia to design the new exterior cladding for the WCPA. The original contract amount was $291,350. The scope of work focused on designing a new exterior cladding system to include new insulation and rain screen barriers to preclude future water intrusion.

Since the contract was originally executed with MSGS Architects, several issues have driven the need for amending the contract. These include additional features such as the larger entrance, permanent sign, banner supports, and glass entry. The City also decided to replace the deteriorating roof and roof-top mechanical units in order to reduce the overall cost of three separate projects and limit the disruption to downtown.

Amendment No. 1 is in the amount of $27,221 to add structural engineering services to support the additions to the contract; design the new WCPA permanent sign; and perform infrared scanning of the roof to determine the extent of damage to the existing insulation.
