Background and Analysis:
There are a number of private utilities that operate in the City of Olympia. They provide electric, gas, and telecommunications services to residential and commercial customers. Besides complicated federal and state regulations that govern their operations, the City addresses them in the Olympia Municipal Code (OMC) and the Engineering Design and Development Standards (EDDS). Private and public utilities often interact, and sometimes come in conflict, in the limited public right-of-way.
Staff will share information on current OMC and EDDS sections that regulate the permitting, installation and operations of these private utilities. We will also give information on current and proposed Master Use Permits and Franchises for the private utilities, as well as some current Public Works efforts (e.g., trench restoration requirements, telecommunications on water storage tanks, and proposed above-ground facilities in ROW) related to managing the impact of recent and proposed expansion of private utilities in the City.
