Background and Analysis:
Project Description
Installation of pedestrian crossing improvements at Pacific Avenue/Devoe Street and Pacific Avenue/Lansdale Street to increase driver awareness.

Irregular Bid and Funding Concerns
The City received one bid for this project from Rognlin's Inc. in the amount of $330,000.00. Rognlin's bid exceeds the Engineer's estimate of $211,290.00.

The project's construction funding is through a Federal Highway Administration (FHWA) grant. One condition of the grant includes meeting an Underutilized Disadvantaged Business Enterprise (UDBE) goal established by the Washington Department of Transportation (WSDOT). The UDBE goal is 16 percent of the total contract. In this case, the required dollar amount that must be subcontracted to a UDBE subcontractor is $52,800.00.

The impact of the UDBE goal exceeded expectations with both bid amounts and number of bidders.

The bid amount exceeds grant and City funds. The City does not have sufficient funds to construct the project at this time.
