Background and Analysis:
In 2012, Council referred the matter of people riding bicycles without helmets to the BPAC and instructed the committee to review mandatory helmet laws and encouragement campaigns in other jurisdictions. After reviewing and discussing a staff report on the matter, the BPAC moved to draft a memo to Council advising against the passage of a mandatory helmet ordinance. The purpose of this item is to approve the memo for submission to Council.
