Background and Analysis:
Every six years Olympia Parks, Arts and Recreation Department updates the Parks, Arts and Recreation Plan. The plan provides important guidance for the Department and must be adopted by March 1, 2022, in order to maintain eligibility for State parks and recreation grants.
Plan development has been underway for two years and is fully detailed in Chapter 4. Engage Olympia has played a key role in engaging with residents during the pandemic. In addition to limited in-person opportunities, meetings with advisory committees and the coalition of neighborhood associations have helped shape the plan. In April 2021, staff presented to Council the results of the Parks, Arts & Recreation Needs Assessment (random sample survey), which have also informed the plan update.
This plan update has focused on incorporating goals and policies related to the Department's equity, inclusion and belonging initiative and climate mitigation and resiliency. These two areas are critically important initiatives for the Department over the next six years and beyond.
A State Environmental Policy Act (SEPA) Determination of Non-significance (DNS) was issued on the plan.
On January 11, 2022, staff presented the plan to City Council and Council held a public hearing.
