Background and Analysis:
On June 21, 2023, the City of Olympia has received an Application and Certification of Special Valuation for Improvements to a Historic Property from the owner of the Chaplin House at 425 Rogers Street NW. This property is listed in the Olympia Heritage Register as an example of the Queen Anne Style (Category B) and its association with J.R. and Emery Chaplin (Category E). The Historic Preservation Officer has confirmed that the subject property meets basic program eligibility criteria for Special Valuation:
The rehabilitation cost and time requirements were met as follows:

? The assessed value of the structure prior to rehabilitation was: $446,800.00;
? Twenty-five percent of this is: $111,700.00;
? The approved rehabilitation costs are: $126,003.00;
? Costs were verified by receipts submitted by the owner; and
? The rehabilitation period is within the requisite 24 months prior to the application date of June 21, 2023.

The Historic Preservation Officer has reviewed expenses and payment documentation with the property owner to verify the stated expenses and establish the exact total of qualified rehabilitation expenditures (TQRE).
