Background and Analysis:
Tenino Land Company, LLC has indicated an intent to apply for necessary permits for a residential subdivision of three tax parcels located north of Second Avenue NW (vicinity map attached). The purpose of this Agreement with Thurston County is to allow the City to take lead agency status for conducting permit application review for the project. Approximately 10 acres of the project site is in Olympia, and 2.5 acres is in unincorporated Thurston County and within the Olympia Urban Growth Boundary. The primary benefit of the Interlocal Agreement to the City, County, applicant and the community is to have one consolidated permit review process.

If an Interlocal Agreement is not approved, the applicant will be required to divide the project into two phases and make application to the City for the phase in Olympia, and to Thurston County for the portion of land located outside of the City.

Community Planning & Development does not recommend annexation of the portion of the project site outside the City at this time due to its small size. The applicant will be required to sign an Annexation Agreement for the extension of City sewer and water services to the project. This will enable the City to consider annexation of a larger area around the subject property in the future.
