Issue:
As a part of the Sleater-Kinney Road improvement project, constructed in 2005, the City of Olympia planned to dedicate right-of-way and a public utility easement to the City of Lacey. This dedication, along the frontage of City of Olympia owned property located at 940 Sleater-Kinney Road NE, Lacey, has not, to date, occurred.

Move to approve and authorize the City Manager to sign the Right-of-Way Dedication Deed and Utility Easement with the City of Lacey.

Background and Analysis:
A common boundary between the City of Olympia and the City of Lacey is the center of Sleater-Kinney Road. In 2005, the City completed street and stormwater improvements on Sleater-Kinney Road. The storm pond was constructed on the eastside of Sleater-Kinney Road, on property owned by Olympia, within Lacey city limits.

The project was approved with the conditions that additional right-of-way be dedicated and a public utility easement be granted along the frontage of 940 Sleater-Kinney Road NE, the site of the new pond.

It was determined that these conditions had not been met prior to close-out of the project, prompting this request for action.

Completing the dedication of right-of-way and easement ensures that the City of Olympia has met its obligation to the City of Lacey.
