Background and Analysis:
On June 7, 2012, staff conducted an informational briefing with the Finance Committee to review our process for the surplus of excess property.  At that time, staff shared some of the informal guidelines utilized in the decision-making process for the sale of surplus property and that the City did not have a formal, written process for dealing with it.  The Finance Committee stated that they would like to see a formal process developed for making decisions on excess/surplus properties in the City's holdings.  Staff has developed a Draft set of procedures for the evaluation of City property for reuse and disposal  (Attachment 1) for review by the Finance Committee.

Options:
1.      Provide comments and/or edits to the Procedures for the Evaluation of City Property for Reuse and Disposal and forward to the full Council for approval.
2.      Provide comments and/or edits to the Procedures for the Evaluation of City Property for Reuse and Disposal and return to Finance Committee with changes.
3.      Do not forward the Procedures for the Evaluation of City Property for Reuse and Disposal to full Council and provide direction to staff on next steps.
