Background and Analysis:
The City is planning a chip seal project for Pacific and State Avenues. With that project, we also plan to change the layout of the street between Sawyer and Fir Streets. The new layout will create more space for pedestrians, bicyclists, and transit users. We will remove some on-street parking to make space for the changes.
In our 2024 Street Safety Plan, the City identified this section as a Safety Site Location, meaning it is along a Tier 1 Safety Corridor and two or more pedestrians or cyclists were struck by drivers during the 2018-2022 analysis period.
As State and Pacific Avenues are due for pavement maintenance, or chip-sealing, we have the opportunity to reconfigure the street to prioritize the safety of pedestrians and bicyclists. This project will also build a piece of the low-stress bike network identified in the Transportation Master Plan.

Financial Impact:
The first phase of the project includes sidewalk and concrete island construction. We estimate the cost at $1,600,000. It will be funded by the Transportation Benefit District sales tax.
In the last two phases of the project, we will resurface and restripe the street. This work is part of a larger $2,340,000 chip seal project which will repair several locations across the city. It is funded by a National Highway System federal grant and Transportation Benefit District license fees.
