Background and Analysis:
The City will be completing a Substantial Amendment to the Community Development Block Grant (CDBG) Program Year (PY) 2021 Annual Action Plan in order to reprogram unspent funds towards a solar panel installation project at Quixote Village.

Staff propose to reallocate $78,269.75 of PY 2015 and PY 206 unspent funds to Community Solar for this project.

Amendments to the CDBG Annual Action Plan require a public hearing which was held on November 9 along with a 30-day public comment period, which opened October 22 and closed November 22. No comments were received at the time of the publishing of the meeting packet

Neighborhood/Community Interests (if known):
The CDBG funds can be spent to meet the needs of low to moderate income individuals throughout the community.

Options:
1. Move to recommend the reallocation of unspent CDBG Funds from PY 2015 and PY 2016 with the incorporated public comments.
2. Provide staff with feedback and provide alternative direction.
3. Take other action.

Financial Impact:
There is approximately $78,269.75 dollars available in PY15 and PY16 for reallocation. If these funds are not drawn down by the end of the program year, they are subject to being returned to the Department of Housing and Urban Development. This project is proposing to spend the rema...
