Issue:
Which proposal should the Council include in the Draft Annual Action Plan for CDBG funding for Program Year 2012 (September 1, 2012 - August 31, 2012).

Background and Analysis:
Each year, the Council develops a Community Development Block Grant (CDBG) Annual Action Plan that identifies the specific activities to be undertaken with CDBG funding. This single-year Action Plan is the final year in the three-year CDBG Consolidated Plan.

The CDBG Request for Proposals was released on March 19, 2012. On the submission deadline of May 7, 2012, the City received the following four proposals (see attachment 1 - Descriptive Matrix of Proposals):

1. Catholic Community Services
“The Thurston County Family Center”
Request: $551,500 plus the City’s Smith Building
Proposal Summary:
a) Central Access Point; b) Day Resource Center; and c) future housing development

2. Family Support Center
“Family Shelter & Affordable Housing Project”
Request: $551,500 plus the City’s Smith Building
Proposal Summary:
a) Provide 32 beds of emergency family shelter; b) provide 28 beds of transitional housing for families

3. Media Island/Occupy Olympia
“Olympia Resource Center Project”
Request: $300,000 plus the City’s Smith Building
Proposal Summary:
a) Community Center; b) Hygiene Center; and, c) Emergency Shelter

4. SafePlace
“SafePlace New Community Service Center”
Request: $551,500, (of which they propose to use $45,000 for first-year operating expenses), plus the City’s Smith Building
