Background

Interim Fire Chief Hillory Flowers is requesting to update the Essential Functions, Knowledge/Skills/Abilities, Experience/Education, Special Requirements, and Supplemental Information sections of the Paramedic Lieutenant Classification. These changes are to align with departmental and city-wide initiative to provide career growth and clear development opportunities. All of the proposed changes bring the job classification in better alignment with OFD's recently adopted Fire Officer Development Program for Lieutenants. Along with career development, these changes also help to bridge the gap between the requirements of the Fire Lieutenant and Paramedic Lieutenant positions. Updating the Paramedic Lieutenant Classification would allow the department to function at a higher level, due to the ability for Paramedic Lieutenants to also assist in the duties of Fire Lieutenant. The proposed changes, promote equity amongst the lieutenant rank, prioritize competence, and enables the organization to retain and advance capable employees who have successfully completed required training/fire certifications.

Findings:

The proposed change to the Paramedic Lieutenant Classification will result in consistent/equitable requirements across the Lieutenant rank in the Fire Department and will provide a clear promotional/development path for employees looking to advance in their fire careers.
