Background and Analysis:
The First Amended and Restated Interlocal Agreement for Opioid Abatement Council Independent Subcommittee is between Thurston County and the cities of Lacey, Olympia, and Tumwater. All three jurisdictions are "Participating Local Governments" as defined in the One Washington Memorandum of Understanding Between Washington Municipalities (One WA MOU), which is the primary governing document how Participating Local Governments are to receive opioid abatement funding resulting from opioid litigation.
The One WA MOU provides that opioid funds are to be allocated to regions in Washington. The parties to the Amended and Restated ILA under consideration are all within the Cascade Pacific Action Alliance Region. Further, the One WA MOU also provides that Participating Local Governments may establish a Regional Agreement, which has been done. The Regional Agreement also provides that the Cascade Pacific Action Alliance Region's OAC is comprised of independent subcommittees.
