Ordinance Amending the 2012 Capital Budget

Issue:
Amend the Capital Budget.

City Manager's Recommendation:
Move to approve the ordinance amending the 2012 Capital Budget on First Reading and forward to Second Reading.

Background and Analysis:
Ordinances are passed by the Council throughout the year, having an impact on the budget. To officially change the budget the original budget ordinances (or original as amended) adopted by the Council must be amended. Due to the administrative difficulty of having several items going to the Council at or near the same time the original budget ordinances may not be amended with each agenda item effecting the budget. On a periodic basis, generally quarterly, the various ordinances affecting the budget are compiled in to an ordinance amending the original budget, or the original as amended. The attached ordinance reflects the operating budget ordinances from April to June 2012. Additionally, there are budget items that do not require immediate action which are included in the periodic amending ordinances.

Attached are the details of changes to the budget.

Note: Prior to moving to Legistar for Council agenda items, amendments to operating, capital, and special fund budget ordinances were presented for first reading with one staff report and an attachment for each proposed amended ordinance. In order to move from First Reading to Second Reading in Legistar, each ordinance must be associated with its own File ID. The total figures represented in the Financial Impact section below are for the proposed ordinance amendments to the operating, capital, and special funds budgets being presented for first reading at the July 10, 2012 Council meeting.
