Issue:
Periodically, the Washington Traffic Safety Commission provided funds to law enforcement agencies for emphasis patrols designed to increase traffic safety.  In 2015, funds are available for traffic speed enforcement.

Background and Analysis:
The Washington Traffic Safety Commission (WTSC) is charged with improving safety on roads throughout Washington State.  In order to achieve this goal, the WTSC works with local jurisdictions to fund special emphasis patrols aimed at reducing criminal behavior that results in traffic injuries and fatalities.  In 2015, funds are available for speed emphasis patrols during three periods in February, April, and June.  The goal is to reduce traffic related deaths and serious injuries with speed focused enforcement patrols that combined with localized publicity efforts. The WTSC will provide funding to pay for officer overtime to accomplish the patrols.

1.      Approve the MOU and participate in the emphasis patrols.
 
2.      Opt out of participation in the WTSC speed reduction program.
 
Financial Impact:
WTSC will provide up to $1000 in reimbursement of personnel costs for speed-related patrols.
